Does this account for daylight saving time?
Yes — conversions use each zone's actual current UTC offset, including daylight saving adjustments where applicable, not a fixed offset.
What does the "From Timezone" selector actually do?
It tells the tool which zone the date and time you typed should be interpreted in, so it can correctly work out the equivalent time in every other zone — without it, the same clock time would mean a different moment depending on where you are.
Why do two zones sometimes show the same time?
A handful of zones share the same UTC offset for part or all of the year (e.g. some European zones), so they'll legitimately show identical times even though they're distinct zones.
