How is the "Months" figure calculated?

It's a pure calendar-month count (the difference in years × 12 plus the difference in months), not adjusted for day-of-month — so Jan 30 to Feb 1 counts as 1 month even though it's only 2 days apart.

Does "Work Days" account for public holidays?

No — it only excludes Saturdays and Sundays; public holidays aren't factored in.

What happens if the end date is before the start date?

The tool always shows the absolute (unsigned) gap between the two dates, regardless of which one you entered first.
